You need to add memory to the list. The ASRock A780LM supports DDR2 1066, but for your build DDR2 800 is probably the way to go. If you find DDR2 1066 for the same price as DDR2 800, then go for it. Since you only have two RAM slots, I'd suggest going with 2x2GB of RAM (for a total of 4GB of RAM). You won't see all the RAM with Vista 32-bit though.
You don't really need a separate sound card. The ASRock A780LM has onboard 5.1 channel sound. The ASRock A780LM also has integrated ATI HD 3000 video, which is sufficient for Vista and running office applications like Word & PowerPoint. It's also sufficient for playing movies from DVD and the like. However, if you think you'd even like to try lower/older games, the 9500 GT is a good idea. I'd recommend a 9600 GT if you can budget it. A 9800 GT is even better still. If games are not in your plans, don't bother.
I would recommend getting an SATA version of the DVD-ROM drive. The cables are smaller & easier to route and yield better air flow through the case over the large flat ribbon cables. Since you are only getting a DVD-ROM drive, as opposed to a DVD-RW drive, there's not much advantage to getting retail over OEM. For DVD-ROM drives (i.e., those that don't burn DVDs or CDs), the retail version gets you only the mounting screws. For DVD-RW drives, the retail version includes some form of burning software. If you do go with the SATA version, you'll need another SATA cable as the motherboard only includes one (which the hard drive will use). (Poor price cutting shortcut on the MB maker's part, IMO.)
